Update: Sorry just seen there is an update to 0.18.1 which solves the issue.
Somebody seen this effect on his/her own machine?
When I start hugo_0.17_windows_amd64.exe internal server for creating content - open url for taxonomies works
When I do the same with hugo_0.18_windows_amd64.exe …
I get error 404 page not found on the same link : http://127.0.0.1/report/tags/infografik/ which works on v0.17
