Issue discussions - on Github comments or Discussion Forum at Hugo?

Hi

I’m someone who’s recently learnt golang and would like to contribute to HUGO. I think I’ve found an issue(a bug) I’d like to pursue which isn’t assigned to anyone yet. So to get started, do I start off by commenting on it? I saw that as the suggested way here

Further, I am trying to reproduce the issue but need a few clarifications from the user who opened the issue. Is the right place to do that on the issue comments section? If not, where else can it be done?
