cal.com is a tool that can be implemented in any frontend (HTML). Hugo is a framework that is creating HTML based on your content and templates. So the short answer is “yes”.

But I’m pretty sure you will not find any documentation / resources about that. You can just look what cal.com offers and this should also workout for your Hugo website.
