I’d like to recommend Yue, developed by me.
It’s simple, multilingual and responsive. With Git and Hugo installed, you can build a working website within seconds. I use it for my Hugo blog that have been running since 2020. While Yue doesn’t have as many features as PaperMod, it includes all the basic essentials for a functional website.
