[Request feature] generate new file based on title and optional format

hugo has this
hugo new posts/my-first-post.md

but it would be noice to have this
hugo new -kind=posts -title="my super complex title" -fileNameFormat="Y-m-d_slug"

which will create file in posts 2022-12-12_my-super-complex-title.md

I hope you got the idea.

Here my powershell (beware windows) gist that I use but I think this should be baked in as I wasted 40 minutes to make this abomination.
