Public directory has an invalid timestamp

I don’t know how this is possible, but my public directory is set with the following timestamp:

drwxr-xr-x  36 staff   1.1K Aug 30  1754 public/

This interferes with other utilities. Doing a touch public fixes it, but later builds overwrite this again.
