The GitHub readme has more up to date info, so I’d go off that https://github.com/gohugoio/hugoThemes/blob/master/README.md
As far as using gitlab, that’s a question for @alexandros and @digitalcraftsman
Edit: it’s actually in the readme:
- Most of the themes in this repo are hosted on GitHub. We also include themes hosted on GitLab and similar, but we do not add themes living on a self-hosted repository.

Gitlab is fine. The linked guide is more about the Git repository itself rather than you hoster. But as @zwbetz said: have a look the README of the hugoThemes directory and follow the bullet list when submitting the theme.
