Hugo theme not loading in local host:1313

Dear Community,

I am trying to create a site using a theme (GitHub - somratpro/somrat: A Hugo portfolio theme (archived))… when running on localhost:1313, the site is not loading properly (windows 10).
here is my config.toml and hugo server -D command to launch local host.

baseURL = "/"
languageCode = "en-us"
title = "My new site"
theme = "somrat"

I have tried to change various themes. But facing the same problem. Attached is the local host when loaded.
Please let me know how to resove this issue.
