Footnotes: generates a section without heading causing validation errors

I’ve submitted Footnotes: generates a section without heading causing validation errors · Issue #9756 · gohugoio/hugo · GitHub and am trying to make sure I put all things in the right spots. I’m working backwards a bit because before I knew the process when dealing with goldmark I submitted: Footnotes: Using a section without heading causes validation errors · Issue #256 · yuin/goldmark · GitHub.

Basically using footnotes creates a <section> without any heading, which causes the w3.org validator to complain.

This is because the HTML spec hasn’t matched actual browser implementation for over a decade on this point, not because of a mistake on the part of the ‘goldmark’ author.
