User table render hook ignored for output formats other than html

A user’s render-table.html applies only to the html output format. Every other format, such as json, rss or a custom one, gets the embedded table hook. All other hook types correctly fall back to the user’s HTML hook.

Regression in v0.147.9 from #13813, which registers the embedded hook as render-table. for each output format. Those format-specific copies outrank the user’s fallback.

Expected: the embedded copies rank below the user’s HTML fallback.

v0.147.8 works; v0.147.9 through v0.166.0 fail.

Is this a bug or expected? I couldn’t find anything special regarding the table render hook in the docs.
