The update
command doesn’t do what you think it does.
See upgrade

I run brew upgrade hugo
the Running brew update --preinstall
… is what follows when brew is upgrading a package it always start like this then it downloads the files etc.
For some reason home-brew cannot detect the newer version. Maybe it is a home-brew issue!

brew doctor
flush dns cache etc fixed the issue?
