Can I create render hooks for <pre> tag?

I want to create custom <pre> element. I know I can use shortcode and goldmark feature. But I don’t want do that, because I have hundred of contents to edit and apply the shortcode. Its time consuming.

I think it will be efficient to add render hooks for <pre> tag without breaking my contents.

No, you cannot.
