Ref/relref or .Site.GetPage not returning permalink

My file structure in the content folder is as follows:

outplacement
-> home.md
who-we-help
-> jon.md
-> hayley.md
-> fred.md
faqs.md
home.md
who-we-are.md
who-we-help.md

I use ref . "faqs.md" without an issue, likewise with ref . "outplacement/home.md"… for some reason ref . "who-we-help.md" fails and get an REF_NOT_FOUND: Ref “who-we-help.md” page does not exist error.

I have tried with "/who-we-help.md" and even moving “who-we-help.md” to “who-we-help/index.md”.

I should note that the “who-we-help.md” file has a redirect front-matter property set.

Please put together a minimum repo we can clone to reproduce your error.
