Looking for a consultant to implement a web design as a Hugo theme

Hello,

I had a designer creating the design for my lab’s website. This design includes an animated logo for the front page, and mockups for all pages in the site. I’d need a consultant to implement this design as a Hugo theme.

The website’s URL is: https://co-labo.org/ . I put together the current theme by combining a few existing free themes. But I’m not skilled enough to implement the new theme from scratch.
