Hugo version is work but is not create a post

Hi

Am trying to follow the instructions, over here.
Altough i run the Hugo version and get responce, when i ask for a new post hugo new posts/my-first-post.md the responce is Unable to locate config file or config directory Perhaps you need to create a new site.

What am making wrong?

here what i was doing wrong:
I was running from Bin. The wright thing was to run from inside Quickstart.
