Hugo deploy deletes not respecting patterns

After spending a lot of time trying to convince hugo deploy to avoid removing some files from the target S3 bucket I ended up raising https://github.com/gohugoio/hugo/issues/6681

My expectation was to be able to ignore/skip some locations on target but this does not seem to work.

Workaround was to disable deletes completely but this is not really sustainable solution.
