I assume you have other reasons, but Babel/PostCSS is not connected to the extended version. The only current different between “regular” and extended is Sass/SCSS support via Libsass.
I know Babel/PostCSS is only indirectly connected to the extended version, however the request to include PostCSS is based on feedback from the users and the value of making available functionality out of the box that many users hopefully want to use. The same is the case for Babel even though it is not yet requested.
I’m not using Babel myself, however I see the use for it, and I think the support for transpiling in Hugo is a good move.
