Disqus and privacy settings

I’ve added the disqus internal template, and it sort of works on a localhost (with a message about disabled comments). However, when I set

disqus:
   disable: true

the entire code is gone, I see only a <div> that wraps it. It was my understanding that this disables cookies, not the entire template.

Could someone please explain?

Wait… I re-read your question. Sorry. The behaviour is expected. You can only disable Disqus. There is no way to disable the Disqus cookie, because that will disable the functionality of Disqus.
