Build doesn't import CSS

Hi,

I’m working on a HUGO website, and everything was all right until I wanted to build it to a static website, so I do hugo in the command line, it generate it and then, when I open the index.html, see the result:

Hugo version: Hugo Static Site Generator v0.54.0-B1A82C61 windows/amd64 BuildDate: 2019-02-01T09:42:02Z

Theme used: hello-friend

@Penkie how does it look in hugo server?

Keep in mind that unless relativeURLs is true, it will not be browsable from your local filesystem.
