42 seconds to run `hugo version`

I just installed Hugo on my Windows 11 computer and started building a new site, but Hugo takes about 42 seconds to do anything - including just returning its version.

I’ve disabled my antivirus and even downloaded a precompiled binary (I had originally installed using winget).
Nothing else on my computer runs slow like this and I’m not sure what else to try.

This is definitely something unique to your environment. Have you tried rebooting?
