Why does Hugo 0.12 Run with the v0.13-DEV Generator

I’m trying to debug an issue with my env. I’m seeing something that I don’t understand, I’ve installed Hugo using brew per the Quickstart instructions. Brew thinks the version it is installing is .12 but the Generator reports a hugo v0.13-DEV as its version. Is this expected behavior?

I’ve tried uninstalling and reinstalling hugo with brew to fix this.

mmamac:~ manthony$ brew uninstall hugo
Uninstalling /usr/local/Cellar/hugo/0.12...
mmamac:~ manthony$ which hugo
mmamac:~ manthony$ hugo version
-bash: /usr/local/bin/hugo: No such file or directory
mmamac:~ manthony$ brew install hugo

==> Pouring hugo-0.12.mavericks.bottle.tar.gz
🍺  /usr/local/Cellar/hugo/0.12: 5 files, 22M
mmamac:~ manthony$ which hugo
mmamac:~ manthony$ hugo version
Hugo Static Site Generator v0.13-DEV
mmamac:~ manthony$ set | grep hugo
mmamac:~ manthony$ set | grep HUGO
mmamac:~ manthony$ set | grep GO
mmamac:~ manthony$ echo $PATH

It looks like that bottle was pulled from master, so it has some v13 updates in it. It’s expected in that’s what it has done for a while now.
