Has anyone come up with a better solution to this problem? or can they see a better way to improve this in Hugo?

Another user came up with a suggestion almost identical to yours a few day ago.

I am not aware of another solution, so I guess that you should try the nested shortcodes route and see if it’s a viable option for your purposes.
