Tag "C#" page show 404

If I have a tag named C#, the url is http://localhost:1313/tags/c#/, this url show 404 page.

# sign in url is Special characters. Then I change the # to %23 in address bar. Then it works.

My question:

Does Hugo should generate the correct url, if url has Special characters ?

Or, do I need optimize it in my theme ?

Or, Is there any other way to change the tag “C#” link?
