None of my pages have titles

I’m banging my head against a brick wall. My baseof template has <title>{{ .Title }} | {{ .Site.Title }}</title>. I thought that got inherited down the stack?

What should I be doing as I can’t figure this one out.

1st - have you set a SITE title ?

2nd - have you set a PAGE title?
