Your original question was about an image syntax like in LaTex (I’ve no idea).
The new version of your question is very broad.
Hugo uses Blackfriday markdown, so you can use markdown syntax images with a link or Hugo shortcodes with images and links or just plain links either way. There is a built in figure shortcode. Check it out in the Docs.
