I didn’t add the folder Shortcodes, I was putting it on the Partials folder. That’s why it wasn’t working. 
So, just created the SHORTCODES folder and now I’m able to call whatever I want from there as a shortcode.

FYI this is why we usually encourage code sharing of your entire project early on, as this error would have been caught immediately.
