Hugo does not generate resources with filenames starting with #

Given a file named mit#s hugo correctly generates the file in its build output.

However, given a resource named #9-3ddoc.txt hugo does not include the file in its generated output. This is unexpected behavior.

Both resource should be available. In a production environment resources would be accessed via URL like %239-3ddoc.txt.

AFAIK, It’s ignored because it use same pattern with emacs backup file name.
