Use this instead:
{{ template "_internal/google_analytics.html" . }}
That fixed it. Thanks.
It was several themes. I needed to pull their changes and update a few of mine. The server updates hugo automatically and I haven’t done a manual build or server preview in a while to see the warnings. My mistake.
