Path editing in Windows 10

Hi all,

There was a brief discussion of how to set Hugo’s path in Windows (linked below). FYI, Windows 10 got a proper path editor in the big November update. It’s pretty slick and matches the core functionality of the third-party tools I previously recommended, but with a cleaner look.

Done. I put it in http://gohugo.io/tutorials/installing-on-windows/ since that’s where the specific instructions were.
