That is not the place for a stylesheet (I just noticed now).

In any way, my question is rather referred to the hugo folder structure: The described CSS has to be placed into the static folder and accessed through the baseof.html as described above?

You can try that but remember the word static should be omitted from the link to the stylesheet.
