Hugo build doesn't create blog/index.html

I use latest hugo 0.147.9

I have hugo.toml

[permalinks]
  pages = "/:slug/"
  blog = "/blog/:slug/"

[permalinks.term]
  tags = "/blog/tags/:slug/"

[taxonomies]
    tag = "tags"

I have file for blog list
layouts/blog/list.html

While hugo server works fine,

hugo build doesn’t create blog index.html page, /blog/ and paged blog/page/2/
Single entries are created. blog/tags/{tag} are created

It worked fine in 0.145

Let us see your code

Include a link to the source code repository of your project, because we really need the context of seeing your templates and partials to be able to help you. It is trivial to do a quick git clone on your repo, then run hugo server in your project, to help you out. On the other hand, recreating your code from screenshots, or sort of guessing at it, is not.

If you can’t share your repository for whatever reason, consider creating a dummy repo that you can share, which reproduces the problem you’re experiencing.

Made from scratch as simple as possible and it worked.

I found that the issue was with

content/blog/_index.md
I had

type: page
layout: blog

After removing it works fine. In previous version I remember there was some issues so needed to explicitly set layout. Seems in 146+ that issues are solved or whatever.
