There are PR’s in both and they include tests.

Both would need to be reviewed though and may not respect standards. I could finalize mine.

Can this PR be considered for 0.20?

tpl: Add numFormat func #2851.

The code and checks succeeded, and MooreReason only seems to need to sign the license (which probably will be a formality given his previous commits).
