Exclude taxonomy page from sitemap

How to combine {{ if not (in .Site.Params.taxonomiesExcludedFromSitemap .Data.Plural) }} and {{- if or (eq (isset .Params "exclude_sitemap") false) (ne .Params.exclude_sitemap true) }} is what I need help with.
